Turning Bureaucracy into Common Sense<\/em><\/h4>\n\n\n\n

I admire Prof. Jiang Xueqin\u2019s predictive history<\/a> channel. This is my take on his Death by Bureaucracy<\/a><\/em>\u2014how the Hydra<\/strong> grows and how we can raise a Unicorn<\/strong> instead.<\/p>\n\n\n\n

How the Hydra grows<\/h3>\n\n\n\n

Bureaucracy<\/strong> is as old as civilization<\/a>. It expands whenever power centralizes<\/strong> and performance is reduced to a single metric:<\/p>\n\n\n\n

  1. Power narrows to one scoreboard<\/strong>\u2014money, influence, KPIs.
    Hustle maximizers<\/em> and power brokers<\/em> win by shrinking the game and externalizing costs.<\/li>\n\n\n\n
  2. Procedure outranks judgment.<\/strong>
    Rules multiply; common sense shrinks. A Bureaucratic System Mentality (BSM)<\/strong> takes hold.<\/li>\n<\/ol>\n\n\n\n

    BSM is a belief\u2013incentive system that prioritizes procedure over value and rule proliferation over common-sense spontaneity. Because any system of rules is either inconsistent or incomplete (G\u00f6del’s incompleteness<\/a>), BSM spreads new rules like tumor, while branding common sense “unprovable”. In the end it divides society like in Orwell’s Animal Farm<\/a><\/em> and creates shortages like in Calhoun\u2019s behavioral sink<\/a>,<\/p>\n\n\n\n

    Organizations fall not from scarcity, but from bureaucracy<\/strong>: when rules outrun values, shortages begin.<\/p>\n<\/blockquote>\n\n\n\n

    Getting Back to Common Sense<\/h3>\n\n\n\n

    Common sense lives where breadth<\/strong> meets speed<\/strong>. To move from Hydra to Unicorn:<\/p>\n\n\n\n

    1. Use dialectics to unstick single-metric thinking<\/a>.<\/strong>
      Hold opposing values long enough to synthesize better options\u2014      beyond KPI dominance<\/a>.<\/li>\n\n\n\n
    2. Make risk travel upward – Skin in the Game principle<\/a> <\/strong>
      If you make the mess, you bear the cost\u2014\u00e0 la the       OECD\u2019s polluter-pays principle<\/a>.<\/li>\n\n\n\n
    3. Put authors at the frontline<\/strong> – \u2018go and see\u2019: Toyota\u2019s Genchi Genbutsu<\/strong><\/a>
      Policy is made where it\u2019s lived\u2014      Street-Level Bureaucracy<\/a><\/li>\n<\/ol>\n\n\n\n

      Educating beyond BSM (the long game)<\/h3>\n\n\n\n

      Bureaucracy feeds on mass ignorance: consumerism<\/a>, rule-based schooling, centralized definitions of \u201cgood\/bad,\u201d and compliance as virtue. The antidote is generational:<\/p>\n\n\n\n
